PA Department of Human Services (DHS) Resources

The Department of Human Services (DHS) closed County Assistance Offices (CAOs) in coordination with Governor Wolf’s guidance regarding COVID-19. In-person visits will not be available, and access to phone lines may be limited. As DHS continues to focus on keeping Pennsylvanians safe and healthy, they are urging individuals to utilize DHS’ online resources.

Report Abuse or Neglect

People who are mandated reporters under the Child Protective Services Law (CPSL) should report abuse online at www.compass.state.pa.us/cwis, but ChildLine is also available to anyone wishing to report, 24/7, at 1-800-932-0313. Adult Protective Services (for ages 18 to 59 with physical or intellectual disabilities) reports can be made 24/7 to 1-800-490-8505.

Mandated reporters are encouraged to use the self-service portal on the Keep Kids Safe website. Additional forms and information can be found on the DHS Clearances and Licensing webpage.

Support and Referral Helpline

DHS launched a statewide Support & Referral Helpline staffed by skilled and compassionate staff who will be available 24/7 to assist Pennsylvanians struggling with anxiety and other challenging emotions due to the COVID-19 emergency and refer them to community-based resources that can further help to meet individual needs. The toll-free, round-the-clock support line is officially operational.

The number to call is 1-855-284-2494 (TTY 724-631-5600).

To create and staff the support line, DHS has partnered with the Center for Community Resources (CCR), an experienced regional crisis and call center provider based in Butler County and licensed to provide crisis services.

Member Services FAQ

Can I still receive mental health, behavioral health, and/or substance use services at this time?

Yes. Pennsylvania has relaxed program rules to allow healthcare providers to offer services using “telehealth.”

Telehealth is a way to provide health services from a distance using technology. Services may be provided over the phone or in two-way video calls (like Skype, FaceTime, etc.).

Can I still receive interpretation services at this time?

Interpretation services are also available over the phone during this emergency period.

Am I able to receive medication during this time?

Yes! This is being prioritized by most treatment providers. Instead of meeting with a psychiatrist in person, your psychiatrist can call you over the phone. Psychiatrists can continue to prescribe medication. Pharmacies will continue to be open.

Providers are able to offer medication-assisted treatment as a take-home medication for members who are stable. Please speak with your behavioral health provider regarding take-home medication if you are interested. Please contact CBH Member Services should you have concerns or need assistance advocating. Our Member Services Representatives can call provider agencies to assist in coordinating your care.

How is CBH coordinating care around COVID-19, the Coronavirus?

CBH is working hard to make sure that you can continue to receive behavioral health treatment in the safest manner possible. Although the CBH office is not physically open currently, we are still actively operating, and all CBH staff are currently working from different locations. CBH Member Services continues to be available to you 24 hours per day, 7 days per week. We are in daily communication with our providers about how they are continuing to operate.

What do I do if I am unable to get in contact with my provider?

Please contact CBH Member Services and share your concerns. A Member Services Representative will assist you in determining if the agency where your therapist works is able to offer an in-person appointment or a visit using telehealth. If telehealth is available, the Member Services Representative will make sure that you are able to get in contact with the agency. If the agency your therapist works for is temporarily closed, the Member Services Representative will assist you in finding a different therapist or agency where you can temporarily receive services.

Am I still required to attend group sessions?

Please speak with your behavioral health provider regarding their current practices. Current program practices have changed to keep everyone safe, so group therapy should not be viewed as “required” in-person participation during this period of recommended social distancing and stay at home orders (see the “social distancing” and “stay at home order” sections). Providers may be able to offer group therapy via phone call or video conference calls.

What if I am unhappy with my services?

Please contact CBH Member Services to file a complaint. Once the Member Services Representative files your complaint, you will be transferred to the CBH Quality Warm Line to confirm the details of your complaint. You will receive a call from a CBH Quality Representative to share the outcome of your complaint.

What if I receive a denial of services?

Please contact CBH Member Services to file a grievance. Once the Member Services Representative files your grievance, you will be transferred to the CBH Quality Warm Line to confirm the details of your grievance. You will receive a call from a CBH Quality Representative to share the outcome of your grievance.

Can I continue to receive services if I am diagnosed with COVID-19?

You may be placed in quarantine if you are diagnosed with COVID-19. However, you are still eligible to receive telehealth services. Please contact CBH Member Services if you have specific concerns surrounding your care.

Advice on Talking With Children About the COVID-19 Coronavirus

From Tamra Williams, PhD, Deputy Chief Clinical Officer of Children’s Services, some advice for talking to children about the coronavirus pandemic:

When talking with children about the coronavirus (COVID-19), it’s important to remember that children take their cues from adults about how to react to stressful events. If parents or other adult caregivers seem overly worried, children’s anxiety may rise. Adults should offer reassuring and information that is age-appropriate and should model positive preventive measures.

Some tips for talking with children from The National Association of School Psychologists, National Association of School Nurses, the CDC, and SAMHSA include the following.

  • Remaining calm and reassuring.
  • Monitor television viewing and social media.
    Constantly watching updates on the status of COVID-19 can increase anxiety—avoid this.
  • Make yourself available.
    Children may need extra attention and time to talk about their concerns, fears, and questions.
  • Know the symptoms of COVID-19. Provide information that is honest, accurate, and age-appropriate.
    • In the absence of factual information, children often imagine situations far worse than reality.
    • For young children, keep it brief and simple and balance COVID-19 facts with reassurance that they are safe and that adults are here to keep them healthy. Give simple examples of what they can do to stop germs and stay healthy, such as washing hands.
    • Older children will be more vocal in asking questions and may need help separating reality from rumor and fantasy.
    • The Pennsylvania Autism Services, Education, Resources, and Training (ASERT) organization also has many excellent resources for talking about the coronavirus with those diagnosed with autism.
  • Maintain a normal routine to the extent possible.
  • Model basic hygiene practices for protection.
  • Communicate with your school.
    Let your school know if your child is sick and make sure to follow all instructions from your school.

CBH Alternative Payment Arrangement (APA) Guidance

CBH would like to assure Providers that we are working in conjunction with the PA Department of Human Services, Office of Mental Health & Substance Use Services (OMHSAS) to ensure that you remain financially sound during this challenging time associated with the COVID-19 emergency.

As such, we have developed and had approved by OMHSAS an Alternative Payment Arrangement (APA) for all community and ancillary providers. We have prioritized community-based services in this initial APA based on projected lower utilization of services, posing the most imminent financial risk.

Vaccine Mandate Survey and Staff Contingency Plans

On August 15, 2021, the Philadelphia Department of Public Health (PDPH) issued an Emergency Regulation Memorandum titled, “Emergency Regulation Governing the Control and Prevention of COVID- 19 Mandating Vaccines for Healthcare Workers and in Higher Education, Healthcare, and Related Settings.” The emergency regulation mandates that all healthcare workers in Philadelphia are required to be fully vaccinated against COVID-19 by October 15, 2021.

As the City moves towards implementing this regulation, DBHIDS and CBH request your completion of the below survey. Survey responses will be used to assist with contingency planning related to the vaccine mandate as part of a broader effort to ensure the continuation of program operations for those we serve.

Many providers have created or are thinking through staffing contingency plans for the vaccine mandate. To that end, we ask that you share your staffing contingency plans with us. Below are questions that will assist with the development of a vaccine mandate staffing contingency plan for CBH and DBH providers. IDS providers should follow the normal process of contacting the Office of Developmental Programs (ODP) and their assigned program analyst at the Administrative Entity (AE) regarding their contingency plans.

CBH Provider Bulletin 21-09: COVID-19 Alternative Payment Arrangement (APA) Increase

Service providers who are currently funded through the COVID-19 APA will receive a 5% increase applied to the July, August, and September payments. Providers are expected to use these funds to support staffing activities including, but not limited to, incentive and retention payments, sign-on bonuses, staffing-related advertising, training, wellness activities, etc. CBH reserves the right to request proof of usage of these funds upon request.

As a reminder, the COVID-19 APA will end on October 1, 2021, and providers currently funded by the COVID-19 APA will shift back to fee-for-service/claims-based funding.

DBHIDS and PDPH COVID-19 Webinar

DBHIDS partnered with the Philadelphia Department of Public Health (PDPH) to address concerns about the COVID-19 vaccines by creating a webinar to provide important information about the COVID-19 vaccine. In the webinar, PDPH shares data and information about the development and safety of the vaccines, DBHIDS Chief Medical Officer Sosunmolu Shoyinka, M.D. provides tips to handle vaccine anxiety, and DBHIDS Certified Peer Specialist Nerrissa Mixon shares about her decision-making process to get the vaccine.

CBH Bulletin 21-06: Transition Plan for COVID-19 Alternative Payment Arrangement (APA)

As per previous bulletins, many providers have transitioned back to a fee-for-service (FFS)/claims-based payment mechanism for services rendered. However, due to the uncertain circumstances posed from COVID-19, some providers have remained on the COVID-19 Alternative Payment Arrangement (APA). CBH Bulletin 21-06, serves as official notification regarding the transition plan for those service providers who are currently on the COVID-19 APA.

CBH Notice: Updated Continuity of Operations Plan for Community-Based Treatment Providers During Transitions Regarding the COVID-19 Pandemic

On August 7, 2020, Community Behavioral Health (CBH) requested all community-based treatment providers submit a Continuity of Operations Plan (COOP) incorporating both a clinical and public health approach to ensure member access to behavioral health treatment, focus on member and staff safety, and minimize transmission of COVID-19. On May 11, 2021, the City of Philadelphia announced that all Safer at Home restrictions, other than mask requirements, will end on June 11, 2021 (Update to Stay at Home Restrictions).

CBH remains committed to ensuring our members have access to behavioral health treatment and is requesting that certain community-based treatment providers revise their COOP and complete a CBH Provider COOP Attestation by June 7, 2021.

Governor Wolf Signs Renewal of COVID-19 Disaster Declaration to Aid in Recovery

On May 20, 2021, Governor Tom Wolf signed a renewal of the Proclamation of Disaster Emergency for the COVID-19 pandemic. The renewed emergency disaster declaration provides for increased support to state agencies involved in the continued response to the virus and recovery for the state during the reopening.

DBHIDS Vaccine Information Sessions

The City of Philadelphia Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) is hosting four webinars in partnership with the Department of Public Health to address concerns and answer questions about the COVID-19 vaccines.

The Health Department will share data and information about the development and safety of the vaccines; DBHIDS Chief Medical Officer Sosunmolu Shoyinka, M.D., will provide tips to handle vaccine anxiety; and we will hear from DBHIDS colleagues about their decision-making process to get the vaccine.

CBH Provider Bulletin 21-04: Claims Amnesty Period

CBH has released Provider Bulletin 21-04: Claims Amnesty Period. Per the Bulletin, there will be an amnesty period for 2020 late claims for providers currently, or formerly under the COVID-19 Alternative Payment Arrangement (APA).

The amnesty period will be open from April 1, 2021 to May 31, 2021, and will allow providers to submit claims from any dates of service that occurred between April 1, 2020 and December 31, 2020.

PDPH Conducting Interviews Regarding Restitution of Water Services During COVID-19 Pandemic

At the beginning of the COVID-19 pandemic, the City of Philadelphia reconnected over 15,000 water customer accounts that had been shut off due to nonpayment. The Philadelphia Department of Public Health‘s (PDPH) Division of Chronic Disease and Injury Prevention wants to understand the impact of this water restitution to inform the department’s work and other City policies and practices related to disease prevention and health justice.

The perspectives of those with direct experience are critical to informing future policy and program recommendations.

PDPH staff will conduct one-hour confidential interviews with two groups:

  • Philadelphians who had their water service reconnected during the pandemic (these interview participants will be given stipends for their time), and
  • health and service providers who work with them (providers will not be given stipends for their time).

The resulting data and narrative accounts will be used for internal City memos and presentations.

PDPH Guidance for Direct Service Professionals Regarding COVID-19 Vaccination

The Philadelphia Department of Public Health (PDPH) has released guidance for Direct Service Professionals (DSP) regarding receiving the COVID-19 vaccine. PDPH defines a DSP as an individual who provides face-to-face services at a care facility or community home for individuals with intellectual disabilities or autism. DSPs are eligible for COVID-19 vaccination under phase 1A of vaccine distribution.

Guidance for Isolation and Quarantine Site Discharges from DBHIDS Chief Medical Officer, Dr. Sosunmolu Shoyinka

To help address the isolation and quarantine needs of persons experiencing homelessness in Philadelphia and to prevent continued transmission of SARS-CoV-2 infection within residential facilities, the City of Philadelphia developed an isolation and quarantine site for people who cannot safely quarantine or isolate in their current setting.

When an isolation and quarantine site guest successfully completes quarantine and/or isolation, the individual will be given a letter. The letter will confirm that the Philadelphia Department of Public Health has verified that a guest has successfully completed the period of isolation/quarantine or has received a negative test result. When an individual has this letter, there are no restrictions in their housing, travel, employment, or other activities; and should be allowed to return to the facility from which one was referred or be admitted to a facility that can best meet their needs.

Continuation of COVID-19 Alternative Payment Arrangement (APA)

CBH has released CBH Provider Bulletin 21-02: Continuation of COVID-19 Alternative Payment Arrangement (APA). The Bulletin serves as the official notification regarding the continuation of the COVID-19 APA that has been in effect since April 1, 2020.

Per the Bulletin, the COVID-19 APA is extended through the second quarter of the calendar year 2021 (June 30, 2021).

Philadelphia Health Commissioner Issues Guidance on Health Care Worker Definition for COVID-19 Vaccine

The Philadelphia Department of Public Health released a letter offering guidance on the definition of a Healthcare Worker, regarding COVID-19 vaccination program planning. The letter defines a Healthcare Worker as a person who delivers care or services to patients, as prevention, diagnosis, or treatment, either directly as doctors and nurses or indirectly as aides, helpers, or laboratory technicians, among others. These positions have direct contact with patients, clinical specimens, or interact in the environment of patients. Most staff at Behavioral Health and Drug and Alcohol Treatment facilities in Philadelphia can be considered as Healthcare Workers and, therefore, eligible for COVID-19 vaccination under phase 1A of vaccine distribution.

CBH has released a Notice for members regarding seeking treatment during COVID-19. The Notice provides guidance and updated information on how CBH is adapting to the challenges presented by the COVID-19 pandemic to ensure continuity of services for all members.

CBH Provider Notice: Continuity of Operations and Access for All Network Providers

CBH, the Office of Mental Health Substance Abuse Services (OMHSAS), and other regulatory agencies have waived several requirements to support provider ability to deliver services seamlessly through the pandemic. Additionally, CBH implemented, and has extended, an Alternative Payment Arrangement (APA) for those providers who opt for this payment methodology to assist in sustaining agency operations. As a reminder maintenance of access is a requirement of the APA.

Providers are expected to incorporate both a clinical and public health approach to ensure individuals in need of services are able to access appropriate behavioral health treatment during the COVID-19 pandemic while focusing on member and staff safety and minimizing transmission of the virus.

The Department of Human Services (DHS) and Department of Education have released the below COVID-19 safety guidance documents to assist providers, families and individuals during the provision of in-home services.

CBH Provider Notice: Reporting of Coronavirus (Revised from March 12, April 15, 2020)

At this time, in order to monitor the developing COVID-19 pandemic and its potential effects at Community Behavioral Health (CBH)-contracted provider sites, CBH is requiring providers to submit reports for laboratory-confirmed cases of COVID-19, suspected positive cases of COVID-19, and COVID-19 deaths; providers must report confirmed COVID-19 cases, suspected cases, and deaths among both staff and members.

CBH had previously accepted this information on the Office of Mental Health and Substance Abuse Services (OMHSAS) COVID-19 Reporting Form. Due to changes in OMHSAS reporting protocols, this is no longer possible. Starting December 1, 2020, this information should be submitted to CBH as advised in CBH Bulletin 20-20: Significant Incident Reporting.

Continuation of COVID-19 Alternative Payment Arrangement (APA)

This Bulletin serves as official notification regarding the transition plan for the network-wide COVID-19 APA that has been in effect since April 1, 2020.

Community Behavioral Health (CBH) is committed to ongoing partnership with the provider community and continues to work in conjunction with the Office of Mental Health and Substance Abuse Services (OMHSAS) and the Pennsylvania Department of Human Services (PA DHS). These partnerships have resulted in the approval to extend the COVID-19 APA through the first quarter of calendar year 2021 (March 31, 2021) for all providers who are currently receiving funding via this payment mechanism (community-based providers and those bed-based providers who previously requested continuation of the APA).

DBHIDS Guidance: No Changes to Healthcare Services Under New “Safer at Home” Restrictions

Earlier this week, the Philadelphia Department of Public Health issued new “Safer at Home” guidelines intended to help stem the ongoing surge of COVID-19 cases in and around the City. These new guidelines further limit the sizes of gatherings and affect how some businesses operate — but they have no impact on the essential services provided to Philadelphians.

As a reminder: All healthcare, including behavioral health and intellectual disability services, remains essential. The adaptations initiated in the spring continue to serve us well in these times of expanded restrictions. Our network continues to serve those with behavioral health challenges through the safest means possible. This includes the expanded use of telehealth under state and federal guidelines.

City of Philadelphia “Safer at Home” Restrictions

In response to rising COVID-19 cases in Philadelphia, the City and Department of Public Health has announced changes to restrictions on businesses, events and gatherings, and other activities to help flatten the epidemic curve, prevent hospitals from becoming overwhelmed, and reduce the number of COVID-19 deaths.

The new “Safer at Home” restrictions are effective November 20, 2020 through January 1, 2021. An extension of these restrictions and/or the implementation of additional restrictions is possible depending on trends in the spread of coronavirus in the City.

CBH Provider Bulletin 20-24: Modified Utilization Review

CBH has released Provider Bulletin 20-24: Modified Utilization Review.

Previous Bulletins were issued on April 13, May 18, and June 10, 2020 detailing a temporary suspension of utilization review to align with a mandate from The Department of Human Services’ Office of Mental Health and Substance Abuse Services (OMHSAS) Pennsylvania Office.

Prior authorizations will remain suspended (with few exceptions) and discharge reviews will continue to be performed as usual, specific to the level of care. Continued stay reviews will be conducted beginning Thursday, December 3, 2020 for the following levels of care when a member approaches the specified length of stay noted below: AIP, SAIP, Crisis Residence, EAC, 3.5R, 3.5H, RINT, RTF, RTFA, AMHR, and CRR-HH.

CBH Notice, October 29, 2020: Intensive Behavioral Health Services (IBHS) Interim APA Extension

CBH has released Provider Notice: Intensive Behavioral Health Services (IBHS) Interim APA extension.

Per the Notice, the decision has been made to continue the interim IBHS APA (effective September 1, 2020) through the entirety of the 2021 school year (August 2021). CBH Provider Bulletin 20-22: Residential Treatment Facility Admission Enhancement

CBH has revised Provider Bulletin 20-22: Residential Treatment Facility Admission Enhancement as of October 26, 2020.

CBH will be providing child and adolescent RTFs with a rate enhancement to offset some of the additional costs associated with new admissions, especially during these unprecedented times of COVID-19. For all members with admission dates between November 1, 2020 and December 31, 2020, CBH will be reimbursing child and adolescent RFT providers an additional $100 per diem for the member’s first 60 days of admission.

Updated OMHSAS PHE Suspended Regulations Memo and Chart

As of October 22, 2020, OMHSAS has updated the PHE Suspended Regulations Memorandum and Chart, which was originally issued on August 14, 2020, to inform BH-MCOs, County Mental Health/Intellectual Disability Offices and behavioral health providers that specified regulatory provisions in 55 Pa. Code Chapters 1151, 1153, 1155, 1223, 5100, 5200, 5210, 5221, 5230, 5310, 5320 and 5240 have been temporarily suspended during the COVID-19 disaster emergency declaration period.

The updated memo removes the requirement to obtain signatures within 60 days after the end of the disaster emergency declaration period. Requirements for obtaining verbal consent and documentation of the verbal consent remain and must be included in the medical record for every occurrence of a new and updated treatment plan. Providers are strongly encouraged to obtain signatures electronically when possible.

Medical Assistance Benefits for Beneficiaries Turning 21 During the COVID-19 Emergency Declaration

The Pennsylvania Department of Human Services (DHS) has released “Provider Quick Tips 251,” which contains information about Medical Assistance (MA) beneficiary coverage during the COVID-19 emergency declaration.

Per the Families First Coronavirus Response Act, MA beneficiaries turning 21 on or after March 18, 2020, continue to be eligible for the same MA coverage provided to MA beneficiaries under 21 years of age until the end of the month in which the national public health emergency ends.

DHS Reminds Pennsylvanians That No One Is Alone, Help Is Available

On Thursday, August 13, 2020, Department of Human Services (DHS) Secretary Teresa Miller reminded Pennsylvanians struggling with anxiety and other challenging emotions due to the COVID-19 emergency that they do not have to face things alone and that help is available.

In April, DHS launched the Support and Referral Helpline, a free resource staffed by skilled and compassionate caseworkers available to counsel Pennsylvanians. The helpline can be reached toll-free, 24/7, at 1-855-284-2494 (TTY: 724-631-5600).

Pharmacy Guidance

Pennsylvania’s Department of Human Services issued a Bulletin outlining changes pertaining to pharmacy services for Medical Assistance Beneficiaries related to the COVID-19 Public Health Emergency. Below are the highlights:

  • The prior authorization guidelines for Opioid Dependence Treatments have been revised to indicate that prescriptions for Sublocade (once-monthly buprenorphine injection) that do not exceed the quantity limit no longer require prior authorization.
  • MA beneficiaries may obtain up to a 90-day supply of prescriptions at the pharmacy.
  • MA copayments are suspended for medications for COVID-19 (list is provided in the Bulletin)

HHS Announces Relief Fund Distributions for Safety Net Hospitals, Medicaid, and CHIP Providers

Today, the U.S. Department of Health and Human Services (HHS), through the Health Resources and Services Administration (HRSA), is announcing additional distributions from the Provider Relief Fund to eligible Medicaid and Children’s Health Insurance Program (CHIP) providers that participate in state Medicaid and CHIP programs. HHS expects to distribute approximately $15 billion to eligible providers that participate in state Medicaid and CHIP programs and have not received a payment from the Provider Relief Fund General Distribution. HHS is also announcing the distribution of $10 billion in Provider Relief Funds to safety net hospitals that serve our most vulnerable citizens. The safety net distribution will occur this week.

DHS Updated Guidance on Licensing

On March 30, 2020 the Pennsylvania Department of Human Services (DHS) issued guidance for entities licensed by the following DHS program offices: Office of Developmental Programs (ODP), Office of Children, Youth and Families (OCYF), Office of Child Development and Early Learning (OCDEL), Office of Mental Health and Substance Abuse Services (OMHSAS) and Office of Long-Term Living/Bureau of Human Service Licensing (BHSL). That guidance indicated DHS had suspended annual renewal inspections due to the COVID-19 pandemic.

Beginning May 28, 2020, DHS will resume annual inspections in alignment with the Governor’s plan to re-open parts of the state.

Mental Health Awareness Month During the COVID-19 Pandemic

DDAP Substance Use Disorder Survey

The Pennsylvania Department of Drug and Alcohol Programs (DDAP) and the non-profit public health organization Vital Strategies are conducting a survey to understand attitudes and practices related to Pennsylvania’s substance use confidentiality statutes and regulations.

DDAP ASAM Webinars

DBHIDS Seeking Individuals with Lived Experience for COVID-19 Response

DBHIDS needs individuals with various lived experiences to assist with their efforts in response to COVID-19. They are looking for those with lived experiences including, but not limited to, mental health, substance use challenges, homelessness, and COVID-19 recovery.

Participants will receive a monetary stipend consistent with the level of expertise needed for the identified project. Individuals who hold peer certifications are strongly encouraged to participate. Opportunities to participate will include remote engagement (i.e. telephonic support) as well as in-person activities.

Philadelphia Quarantine Site in Need of Donations

The Philadelphia quarantine site at the Holiday Inn Express is in need of clothing donations. This will help provide clothing (i.e. underwear, t-shirts, socks, sweatpants) for less fortunate guests upon their release.

Please follow these protocols to ensure there will be no impediments to the day-to-day operations of the site:

  • Drop donations off at the garage entrance in the rear of the hotel on Samson Street between 13th Street and Juniper Street

PA Act 18 of 2020 Provides Extensions on Fingerprint-Based Background Checks

On May 8, 2020, Governor Tom Wolf signed Act 18 of 2020 into law, which provides additional time for school employees to renew their FBI fingerprint-based background checks due to the pandemic. Act 18 does not apply to new hires in schools.

Under Act 18, employees of public, private, and nonpublic schools, as well as independent contractors and their employees who work with schools, have until December 31, 2020 to renew their FBI fingerprint-based background checks at an approved IdentoGO location.

Virtual Mental Health Awareness Week 2020

Infant–Toddler Early Intervention During COVID-19

Early Interventions is a free, voluntary program that can help families who have concerns about a child’s development, learning, and behavior.

Tele-intervention services are now available for infants through toddlers. Services can be provided by phone or video.
To get started, email Birthto3EI@phila.gov or call 215-685-4646. After a referral is made, a virtual Multidisciplinary Evaluation (MDE) will take place. If found eligible for services, the family will be part of a team that develops an individualized family service plan.

Wolf Administration Releases Guidance on Emergency Housing, Quarantine Sheltering, Resources for People Experiencing Homelessness

On May 1, 2020, the Wolf Administration outlined housing policies and recommendations in response to the COVID-19 pandemic and mitigation efforts. The departments of Human Services (DHS) and Community and Economic Development (DCED), the Pennsylvania Housing Finance Agency (PHFA), and other state agencies have collaborated to issue recommendations to stem foreclosures, evictions, and utility shut-offs as well as serve the needs of those experiencing homelessness during the COVID-19 emergency.

Free Virtual Cafe from Philadelphia ACE Task Force

The Violence Prevention Initiative at CHOP will be hosting sessions pulling elements from The Stress-Less Initiative, a trauma-informed, organizational group model to address secondary traumatic stress.

These Virtual Café sessions will allow participants to assess and reflect on their own stress reactions, process the challenges of caregiving during the COVID-19 pandemic, and learn coping skills related to power, control, and acceptance.

FCC COVID-19 Telehealth Program

The Federal Communication Commission’s (FCC’s) COVID-19 Telehealth Program will provide $200 million in funding, appropriated by Congress as part of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, to help health care providers provide connected care services to patients at their homes or mobile locations.

PDPH Health Advisory

The Philadelphia Department of Public Health (PDPH) released a Health Advisory regarding COVID-19 referrals for isolation and quarantine.

To help address the isolation and quarantine needs of persons living homeless in Philadelphia and to prevent continued transmission of COVID-19 infection within residential facilities, the City of Philadelphia has developed a quarantine and isolation residence for people who cannot safely be returned to their usual housing. CBH Remote Provider Meetings Update

CBH will be cancelling the Monday, April 13, 2020 Community-Based Provider meeting. We have received a number of agency specific questions and requests and will respond to each request individually as soon as possible.

PA DHS Support and Referral Helpline

The Office of Mental Health and Substance Abuse Services (OMHSAS) announced yesterday that the Department of Human Services (DHS) launched a statewide Support & Referral Helpline staffed by skilled and compassionate staff who will be available 24/7 to assist Pennsylvanians struggling with anxiety and other challenging emotions due to the COVID-19 emergency and refer them to community-based resources that can further help to meet individual needs. The toll-free, round-the-clock support line is officially operational.

The number to call is 1-855-284-2494 (TTY 724-631-5600).

To create and staff the support line, DHS has partnered with the Center for Community Resources (CCR), an experienced regional crisis and call center provider based in Butler County and licensed to provide crisis services.

Yesterday, the Office of Mental Health and Substance Abuse Services (OMHSAS) released a memo regarding visitation guidelines under COVID-19 for residential treatment including Long-Term Structured Residences (LTSR), Community Residential Rehabilitation (CRR) Services, Residential Treatment Facilities for Adults (RTF-A), and Crisis Residences. DEA Policy: Use of Telephone Evaluations to Initiate Buprenorphine Prescribing

Yesterday, in cooperation with the Substance Abuse and Mental Health Services Administration (SAMHSA), the Drug Enforcement Agency (DEA) released guidance stating that practitioners have further flexibility during the nationwide public health emergency to prescribe buprenorphine to new and existing patients with OUD via telephone by otherwise authorized practitioners without requiring such practitioners to first conduct an examination of the patient in person or via telemedicine.

PA DHS Licensing Inspection Guidance Update

The Pennsylvania Department of Human Services (DHS) has extended their original March 16-March 30 suspension of licensing inspections until Governor Wolf lifts the current Proclamation of Disaster Emergency for COVID-19 or until such other time set by DHS. However, licensing staff will continue to investigate incidents and complaints during this time period.

OCR Bulletin: Civil Rights Laws and HIPAA Flexibilities That Apply During the COVID-19 Emergency

On Saturday, the Office for Civil Rights (OCR) at the U.S. Department of Health and Human Services (HHS) issued a bulletin to ensure that entities covered by civil rights authorities keep in mind their obligations under laws and regulations that prohibit discrimination on the basis of race, color, national origin, disability, age, sex, and exercise of conscience and religion in HHS-funded programs, including in the provision of health care services during COVID-19.

CBH Provider Bulletin 20-07: Third-Party Liability (TPL) and Place of Service for Services Delivered via Telehealth Platforms

Federal Section 1135 Waiver Flexibilities for PA Medicare and Medicaid

On March 27, U.S. Department of Health & Human Services, Centers for Medicare & Medicaid Services approved a number of requests for waivers or modifications, pursuant to section 1135 of the Social Security Act, to address the challenges posed by COVID-19. This approval addresses those requests related to Pennsylvania Medicaid, CHIP, and Medicare, including:

  • Temporarily suspend Medicaid fee-for-service prior authorization requirements
  • Extend pre-existing authorizations for which a beneficiary has previously received prior authorization through the end of the public health emergency
  • Suspend Pre-Admission Screening and Annual Resident Review (PASRR) Level I and Level II Assessments for 30 days
  • State Fair Hearing Requests and Appeal Timelines
  • Provider Enrollment
  • Provision of Services in Alternative Settings
  • Duration of Approved Waivers

DPH COVID-19 Congregate Settings Guidance

In the event of a large-scale infectious disease outbreak, congregate settings—places where a number of people reside, meet, or gather in close proximity for either a limited or extended period of time—must plan to prevent the introduction of COVID-19 and other respiratory disease, manage known or potential exposures, and prevent widespread transmission within the facility.

Congregate settings should contact the Philadelphia Department of Public Health, Division of Disease Control at 215-685-6742 (business hours) or 215-686-4514 (after hours) for outbreak notification, guidance, and assistance. SAMHSA Telehealth Learning & Consultation (TLC) Tuesdays

The Substance Abuse and Mental Health Services Administration (SAMHSA) will be hosting a weekly online webinar series for providers who are unfamiliar with telehealth. Technology Transfer Center (TTC) network specialists will devote the first 20 minutes of each hour-long session to a specific topic, then address questions submitted by TTC Tuesday registrants. Wolf Administration Submits Waiver for Greater Flexibility in Medicaid, CHIP Programs During COVID-19 Mitigation Efforts

Today, the Wolf Administration submitted a waiver to the federal Centers for Medicare & Medicaid Services (CMS) to temporarily grant flexibility of requirements for providers of Medicaid and Children’s Health Insurance Program (CHIP) to ensure availability and access to health care and public assistance programs for people who need them in light of COVID-19 mitigation efforts. CBH Provider Staff Roster Deadline Extension

CBH Compliance had previously requested that all in-network providers submit staff rosters via a February 18, 2020 Provider Notice. The notice required that staff rosters be submitted by March 27, 2020, but CBH has extended the deadline to May 1, 2020. For providers who need more preparation time beyond this date, please contact CBH.ComplianceContact@phila.gov. CBH Compliance will continue to review the deadline and make changes as warranted.

OMHSAS Status Update for Behavioral Health Telehealth

On March 15, OMHSAS provided guidance supporting broad use of telehealth to deliver behavioral health services in the community, including in homes. The guidance is based on the current allowable services in PA with additional flexibility that is aligned with CMS guidance. Since the expansion guidance was issued, OMHSAS has received over 1400 requests by providers who were provisionally approved to immediately initiate the expanded use of telehealth. OMHSAS Message to Behavioral Health Stakeholders

The Office of Mental Health and Substance Abuse Services (OMHSAS) provided the following message to behavioral health stakeholders today regarding Governor Wolfe’s non-essential business closure directive:

“Behavioral health services, both mental health and substance use services, are considered essential and life sustaining services. As such, those entities that support, authorize and/or provide behavioral health services are exempt from the Governor’s directive asking for the closure of all non-essential businesses. Behavioral health services and supports are critical to the health and wellness of our communities and providers are expected to continue offering those services through the COVID-19 crisis period.”

OMHSAS Telehealth Bulletin

As of March 15, 2020, due to the Centers for Disease Control and Prevention’s (CDC) recommendations in relation to quarantine and isolation, OMHSAS has announced a preference for the use of telehealth as a delivery method for medically necessary behavioral health services. OMHSAS Telehealth Attestation Form
