Dr. Faith Dyson-Washington is a C-suite executive and clinical psychologist who cares deeply about ending health disparities and improving health outcomes for communities that have been marginalized. She is the first African American woman to hold the position of CEO of CBH, a mental and behavioral health managed care organization responsible for guiding the delivery of high-quality care to its federally insured members.

Since taking the helm of CBH in 2020 at the height of the pandemic, Dr. Washington has employed her expertise, extensive clinical experience, and innovative vision to help establish CBH as a more agile organization poised for growth and ready to take on the challenges forged by a dynamic and rapidly changing healthcare landscape.

Under Dr. Washington’s leadership, CBH has expanded partnerships with community-based organizations growing the company’s reach and deepening relationships with trusted community voices. The company is investing in technology that supports data-driven decision-making to guide outcomes and is streamlining business processes to eradicate work redundancies and reallocate dollars in areas expected to propel the organization forward.

Dr. Washington received her bachelor’s degree from Temple University where she double majored in psychology and African American studies. She conducted research at the University of Ghana and was an adjunct faculty member at Drexel University where she earned her Ph.D. in clinical psychology and master of business administration. She envisions a world where social determinants of health and health disparities no longer exist and believes intentional, unbiased access to quality care combined with data-driven decision-making and evidence-based practices are a step in the right direction to fulfilling this vision. The Philadelphia native lives in the city with her husband and children.

Robert Bickford is Chief Financial Officer at CBH, where he is responsible for developing and implementing financial strategies that promote viability and success in the changing health care environment.

Robert has more than 35 years of extensive finance and operations management experience, specializing in working with provider-owned and provider-sponsored health plan organizations. He has held several leadership roles before his time at CBH, including serving as Chief Financial Officer at Pennsylvania Employees Benefit Trust Fund and Chief Financial Officer at Tuscarora Managed Care Association.

Robert earned an executive master of business administration in finance from Union College and a bachelor’s degree in business administration and management from State University of New York at Oswego.

Chief Growth Officer

Jeff Brown is Chief Growth Officer at CBH, where he is responsible for developing and implementing strategies that identify new growth opportunities to transform and strengthen CBH’s partnerships. With more than 35 years of healthcare business development experience, Jeff brings a wealth of expertise in driving revenue and growth for healthcare organizations through leveraging clinical, payment, provider data management, and digital health solutions.

Prior to joining CBH, he most recently served as Vice President Payer Sales at Lark Health, where he advanced solutions that addressed gaps in care, including the first CDC-certified digital chronic condition management platform for diabetes care. Before his time at Lark Health, he served as Vice President, Payer Sales at CarePort Health, where, working with senior and sales leadership, he was responsible for developing and growing a new payer line of business.

Jeff has held several leadership roles before his time at CarePort Health, including Senior Director, Healthcare Sales at HighPoint Solutions, and Senior Sales Executive, NTT Data. He also served on the board of directors of the Police Athletic League, a nonprofit community organization in Rockland County, NY, for 15 years.

Jeff earned a bachelor’s degree in psychology from the State University Of New York at Oswego.

Shawna Dandridge, LCSW, is Chief of Staff and Operations at CBH, where she is responsible for ensuring that day-to-day operations are poised to effectively execute the company’s vision, strategy, and direction. Shawna oversees CBH’s Project Management Office, Communications and Government Affairs, Members Services, and Facilities.

Shawna brings 15 years of experience in operations management, public policy, and strategy which has been instrumental in driving efficiency and growth at CBH. She has held several roles during her time at CBH, including Senior Advisor to the CEO and Special Assistant to the Chief Medical Officer.

Shawna is a licensed clinical social worker and received her master’s degree in social work from West Chester University.

Andrew DeVos is Chief Program Officer at CBH, where he works closely with the Provider Operations Department to ensure a robust network of well-qualified, and clinically sound treatment Providers who are skilled in cultural competency.

With more than 30 years of deep behavioral health and program development experience, Andrew has been instrumental in leading the strategic growth and development of CBH’s organizational vision and Member Services Division. Having worked at CBH since 1996 before it officially opened its doors in 1997, he has held several different roles prior to taking on his current role, including Clinical Care Manager, Director of Member Services, and Deputy Chief Operating Officer.

Andrew earned a master’s degree in secondary education and teaching from Temple University and a bachelor’s degree in English language and literature from Messiah University.

David Henley, JD

General Counsel

David Henley is General Counsel of CBH. In this role, he provides both legal and strategic counsel to CBH executive staff and is responsible for the vision and mission of CBH’s compliance, risk management, and HIPAA privacy programs.

David has more than 35 years of legal, compliance, and risk management experience, having worked with organizations in the health insurance industries across both the public and private sectors. He has held several leadership roles before joining CBH, including Regional Economic Competitiveness Officer at Henley Consulting Services, LLC and Vice President, Compliance and Privacy Officer at Sunflower State Health Plan, Inc. He was also Vice President and Chief Compliance Officer, as well as Risk Management Leader and Culture Leader, at Passport Health Plan.

David also served his country as Captain in the Judge Advocate General’s Corps with the U.S. Army. Additionally, he has sat on several boards and committees of organizations dedicated to improving the communities they serve.

David earned his Juris Doctor from the University of Nebraska-Lincoln and a bachelor of science in business and economics from Louisiana State University.
