Donna E.M. Bailey is Chief Executive Officer for DBHIDS’s Division of Community Behavioral Health, a not-for-profit 501(c)(3) corporation contracted by the City of Philadelphia to provide mental health and substance abuse services for Philadelphia County Medicaid recipients. At CBH, Bailey oversees CBH’s mission to provide access to high-quality, accountable care to improve the health and mental wellness of our members.

Bailey previously served with CBH for nine years in roles including Chief of Staff, Compliance Officer, Chief Operating Officer, and interim Chief Executive Officer. Most recently, she worked with PHMC as Chief Integrated Health Services Officer, leading PHMC’s physical, behavioral health, and community engagement portfolios. In this role, she oversaw PHMC’s health services; homeless and social services; behavioral health services, including inpatient, outpatient, and residential treatment programs for individuals with substance use and co-occurring disorders; community engagement services, including programming designed as an alternative to incarceration and services for homeless and special populations; and community mental health services, including a continuum of school and community-based, trauma-informed behavioral health services for children, youth, and families.

Bailey has also served the people of Philadelphia as Assistant Managing Director for the Office of the Deputy Mayor for Health and Opportunity and worked for the Commonwealth of Pennsylvania as the Housing Director for the Department of Human Services. She also served as the Assistant Managing Director in the Office of Supportive Housing for Philadelphia County. During her tenure with the City, she facilitated major housing initiatives yielding 2,500 new housing options for low-income and disabled Philadelphians.

Bailey is a proud Philadelphia native. She earned her master’s degree in education from the University of Pennsylvania, an MBA from Pennsylvania State University, and a bachelor’s degree from Swarthmore College.

Dr. Charles (Chip) Altman is the Chief Medical Officer at CBH, where he oversees the organization’s team of physician advisors and develops and implements strategies that improve outcomes for CBH members.

Dr. Altman is a board-certified psychiatrist with an extensive career that spans both active clinical practice and executive roles in managed care, research and development, and medical affairs within the pharmaceutical industry. Having interned with CBH in 1996 before its official launch in 1997, he has gone on to hold several leadership positions at other health care organizations, including Medical Director, Public Sector/Medicaid at Magellan Health, and Head of U.S. Medical Affairs & Policy at Seqirus.

Dr. Altman maintains a part-time private psychiatric practice in Devon, PA and serves as a Psychiatric Consultant at Haverford College and Ursinus College. He has also previously held several clinical roles, including Supervising Addiction Psychiatrist at Recovery Center of America and Chief of the Department of Psychiatry at Chestnut Hill Hospital.

Dr. Altman earned his medical degree from the University of Pennsylvania School of Medicine before completing his psychiatric specialty training at the Institute of Pennsylvania Hospital. He also earned a master’s degree in business administration in health care management from the Wharton School of the University of Pennsylvania and a bachelor’s degree in sociology from Princeton University.

Andrew DeVos is Chief Operations Officer at CBH, where he works closely with the Provider Operations Department to ensure a robust network of well-qualified, and clinically sound treatment Providers who are skilled in cultural competency.

With more than 30 years of deep behavioral health and program development experience, Andrew has been instrumental in leading the strategic growth and development of CBH’s organizational vision and Member Services Division. Having worked at CBH since 1996 before it officially opened its doors in 1997, he has held several different roles prior to taking on his current role, including Clinical Care Manager, Director of Member Services, and Deputy Chief Operating Officer.

Andrew earned a master’s degree in secondary education and teaching from Temple University and a bachelor’s degree in English language and literature from Messiah University.

Alex Gauthier is the Chief Financial Officer at CBH and oversees the Finance, Accounting, and Claims Management departments, managing rate setting, actuarial processes, and compliance with required reporting.

Alex brings a wealth of experience in financial planning, strategy, analysis, and reporting for healthcare organizations to CBH, specializing in capital management, market research, and financial planning and analysis (FP&A) management. Before joining CBH, he held several leadership roles at Optum, Inc., including Associate Director of Finance at Optum Insight State Government Solutions, Finance Manager at Optum Health, Senior Financial Consultant at Optum Consumer Solutions Group, and Capacity Planning Manager at Connextions, an Optum company.

Alex earned a master’s in business administration in finance from the Crummer Graduate School of Business at Rollins College and a bachelor’s in international business from Rollins College.

Dr. Samuel L. Williams, III, is the Deputy Chief Medical Officer at CBH, where he works closely with the Chief Medical Officer to manage the Clinical Management and Quality Management departments.

Dr. Williams is a board-certified psychiatrist and skilled physician leader who has an extensive background in managed care, population health, and medical affairs. Prior to joining CBH, he most recently served as Chief Psychiatric Medical Officer at MedStar Family Choice-DC, where he led the organization’s interdisciplinary medical management team, oversaw its behavioral health operations, and developed and implemented a utilization management program to address the cost and quality of care for its members.

Dr. Williams earned his medical degree at Ross University School of Medicine, an MBA from Indiana University Kelley School of Business, and a bachelor’s degree in biological science from St. John’s University.
