CBH Appoints David Henley as General Counsel
PHILADELPHIA, PA – April 7, 2022 – Community Behavioral Health (CBH), a division of Philadelphia’s Department of Behavioral Health and Intellectual disAbility Services (DBHIDS), announced that David Henley has joined the organization as General Counsel. Bringing more than 35 years of compliance, risk management, and business development expertise to his new role, Henley will be responsible for providing both legal and strategic counsel to CBH executive staff and overseeing internal compliance/risk management and external fraud, waste, and abuse (FWA) programs.

Henley has a wealth of experience working with organizations in the healthcare and health insurance industries across both the public and private sectors. Prior to joining CBH, he most recently served as Regional Economic Competitiveness Officer at Henley Consulting Services, LLC, where he worked jointly with a coalition of public and private organizations to help the Louisville region compete effectively and advance its digital health and artificial intelligence efforts.

Henley has held several leadership roles before his time at Henley Consulting Services, LLC, including Vice President, Compliance Officer, and Privacy Officer at Sunflower State Health Plan, Inc. and Vice President and Chief Compliance Officer, Risk Management Leader, and Culture Leader at Passport Health Plan. He also served as a Captain in the Judge Advocate General’s Corps with the U.S. Army.
Henley currently sits on the boards of directors for Health Enterprises Network, OneWest, and St. George’s Scholar Institute, and previously served as Health Enterprises Network’s Chair of the Board from January 2019 to December 2020. Additionally, he is a founder of the West End Business Association located in Louisville, KY.
Henley earned his J.D. from the University of Nebraska-Lincoln and a B.S. in business and economics from Louisiana State University.
