CBH CEO Donna Bailey Named to City & State PA’s 2024 Trailblazers in Healthcare List

Community Behavioral Health (CBH) is excited to announce that CEO Donna Bailey has been honored with inclusion on City & State PA’s 2024 Trailblazers in Healthcare list. Bailey was recognized for her exceptional leadership, commitment to service, and impactful contributions to the evolving healthcare landscape.

Trailblazers in Healthcare is a prestigious annual list published by City & State PA, the premier news organization dedicated to covering Pennsylvania’s local and state politics and policy. Each year, the list honors 100 esteemed changemakers – including public officials, hospital and healthcare executives, nonprofit leaders, and others – for their innovative work to improve health outcomes throughout the state.

Bailey is a distinguished healthcare professional whose leadership approach is rooted in her core belief that everyone deserves an opportunity to thrive. As CEO of CBH, a 501(c)3 behavioral health managed care plan serving more than 750,000 Medicaid-eligible Philadelphians, she has played a pivotal role in expanding access to quality behavioral health supports for communities that have been marginalized.

Bailey’s professional, volunteer, and philanthropic work reflects her steadfast dedication to making a difference in the healthcare industry and across Philadelphia.

Before being appointed as CBH CEO in March 2024, she served CBH in several key leadership roles, including Interim CEO, Chief of Staff, Compliance Officer, and Chief Operating Officer. Bailey has also worked with the Public Health Management Corporation (PHMC) as Chief Integrated Health Services Officer, the Office of the Deputy Mayor for Health and Opportunity as Assistant Managing Director, and the state’s Department of Human Services (DHS) as Housing Director.

Bailey earned an MEd from the University of Pennsylvania, an MBA from Pennsylvania State University, and a B.A. from Swarthmore College.
