Donna E.M. Bailey is Chief Executive Officer for DBHIDS’s Division of Community Behavioral Health, a not-for-profit 501(c)(3) corporation contracted by the City of Philadelphia to provide mental health and substance abuse services for Philadelphia County Medicaid recipients. At CBH, Bailey oversees CBH’s mission to provide access to high-quality, accountable care to improve the health and mental wellness of our members.

Bailey previously served with CBH for nine years in roles including Chief of Staff, Compliance Officer, Chief Operating Officer, and interim Chief Executive Officer. Most recently, she worked with PHMC as Chief Integrated Health Services Officer, leading PHMC’s physical, behavioral health, and community engagement portfolios. In this role, she oversaw PHMC’s health services; homeless and social services; behavioral health services, including inpatient, outpatient, and residential treatment programs for individuals with substance use and co-occurring disorders; community engagement services, including programming designed as an alternative to incarceration and services for homeless and special populations; and community mental health services, including a continuum of school and community-based, trauma-informed behavioral health services for children, youth, and families.

Bailey has also served the people of Philadelphia as Assistant Managing Director for the Office of the Deputy Mayor for Health and Opportunity and worked for the Commonwealth of Pennsylvania as the Housing Director for the Department of Human Services. She also served as the Assistant Managing Director in the Office of Supportive Housing for Philadelphia County. During her tenure with the City, she facilitated major housing initiatives yielding 2,500 new housing options for low-income and disabled Philadelphians.

Bailey is a proud Philadelphia native. She earned her master’s degree in education from the University of Pennsylvania, an MBA from Pennsylvania State University, and a bachelor’s degree from Swarthmore College.

Steve Branigan is the Chief Information Officer (CIO) at CBH, where he oversees the organization’s Information Technology (IT) Department and leads CBH’s innovative approach to technology implementation and advancement.

Steven brings a wealth of expertise in software engineering and network security, specializing in developing intricate cybersecurity systems for organizations in the telecommunications and government sectors. Prior to joining CBH, Steven founded CyanLine, a cybersecurity company that provides network security solutions for individuals, organizations, and government agencies. He also previously served as a virtual Chief Information Security Officer for the City of Philadelphia, leading the City’s information security and incident response efforts.

Steven is also an esteemed forensic scientist whose work has garnered recognition from agencies, including the U.S. Secret Service and the New Jersey State Police Department. A leading expert in computer forensics, he has testified before Congress on matters related to cybersecurity and has authored several industry articles and a book, “High Tech Crimes Revealed.”

Steven earned a bachelor’s degree and master’s degree in computer science from Rutgers College and a master’s degree in business administration from Columbia University.

Andrew DeVos is Chief Operations Officer at CBH, where he works closely with the Provider Operations Department to ensure a robust network of well-qualified, and clinically sound treatment Providers who are skilled in cultural competency.

With more than 30 years of deep behavioral health and program development experience, Andrew has been instrumental in leading the strategic growth and development of CBH’s organizational vision and Member Services Division. Having worked at CBH since 1996 before it officially opened its doors in 1997, he has held several different roles prior to taking on his current role, including Clinical Care Manager, Director of Member Services, and Deputy Chief Operating Officer.

Andrew earned a master’s degree in secondary education and teaching from Temple University and a bachelor’s degree in English language and literature from Messiah University.

Chief of Staff

Katie Dunphy is the Chief of Staff at CBH. She oversees high-level administrative operations and ensures that CBH’s strategic priorities influence department-wide policies and practices.

With over 20 years of experience in the nonprofit sector, Katie’s expertise has been instrumental in developing systems that streamline processes and enhance organizational efficiency. Since 2019, Katie has served as Special Assistant to the Chief Executive Officer and Chief Program Officer until she was appointed Chief of Staff in January 2024. Prior to her time at CBH, Katie held leadership positions at the United Way of Greater Philadelphia and Southern New Jersey, where she spearheaded initiatives addressing intergenerational poverty.

Katie earned her master’s degrees in social work and public health from Temple University and a bachelor’s degree in sociology and communication from Muhlenberg College.

Alex Gauthier is the Chief Financial Officer at CBH and oversees the Finance, Accounting, and Claims Management departments, managing rate setting, actuarial processes, and compliance with required reporting.

Alex brings a wealth of experience in financial planning, strategy, analysis, and reporting for healthcare organizations to CBH, specializing in capital management, market research, and financial planning and analysis (FP&A) management. Before joining CBH, he held several leadership roles at Optum, Inc., including Associate Director of Finance at Optum Insight State Government Solutions, Finance Manager at Optum Health, Senior Financial Consultant at Optum Consumer Solutions Group, and Capacity Planning Manager at Connextions, an Optum company.

Alex earned a master’s in business administration in finance from the Crummer Graduate School of Business at Rollins College and a bachelor’s in international business from Rollins College.

Linda Trinh is the Deputy Chief Financial Officer at CBH. She works closely with her team to ensure that financial resources are used efficiently, effectively, and for their intended purposes.

Linda has held several roles in the finance department during her more than 12-year tenure at CBH, including Financial Analyst, Senior Financial Analyst, Manager of Financial Analysis and Reporting, and Director of Finance. Prior to joining CBH, she served as an Actuarial Analyst for Aon Hewitt (formerly known as Hewitt Associates), where she specialized in validating and reconciling data, interpreting complex plan documents, and handling accounting liabilities. 

Linda holds a bachelor’s degree in mathematics and a bachelor’s degree in business administration from Drexel University.

Dr. Samuel L. Williams, III, is the Deputy Chief Medical Officer at CBH, where he works closely with the Chief Medical Officer to manage the Clinical Management and Quality Management departments.

Dr. Williams is a board-certified psychiatrist and skilled physician leader who has an extensive background in managed care, population health, and medical affairs. Prior to joining CBH, he most recently served as Chief Psychiatric Medical Officer at MedStar Family Choice-DC, where he led the organization’s interdisciplinary medical management team, oversaw its behavioral health operations, and developed and implemented a utilization management program to address the cost and quality of care for its members.

Dr. Williams earned his medical degree at Ross University School of Medicine, an MBA from Indiana University Kelley School of Business, and a bachelor’s degree in biological science from St. John’s University.
