Donna Bailey Appointed as Permanent CEO of CBH
Community Behavioral Health (CBH) is excited to announce that Donna Bailey has been named permanent CEO by the organization’s Board of Directors. Bailey took on the role of Interim CEO in October 2023, marking her second tenure with CBH.
Bailey’s appointment was announced during a press conference held by Philadelphia Mayor Cherelle Parker at City Hall on Mar. 19, 2024, where she named several new and reappointed cabinet members, department heads and senior officials.
“I am proud to publicly affirm that Donna Bailey will be our Chief Executive Officer of Community Behavioral Health,” said Mayor Parker. “She is exactly the right person and woman we need to run the department at this crucial time, and we are proud to have her join the Parker Administration.”
Bailey is a revered human services leader and health equity advocate who began her first tenure with CBH in 2013, serving in key leadership roles including Chief of Staff, Compliance Officer and Chief Operating Officer. During the COVID-19 pandemic, she led efforts that ensured Philadelphians had access to quality behavioral health treatment services.
“It’s an honor and a privilege to take on the role of CEO at CBH,” said Bailey. “As a lifelong Philadelphian, working alongside the outstanding team of professionals at CBH to advance health equity across the City has been one of the proudest moments of my career. I look forward to continuing to work together with our system partners and Provider Network to break down silos and ensure our members can access the whole-person care they need to thrive.”
Before returning to CBH in 2023, Bailey served as the Chief Integrated Health Services Officer at Public Health Management Corporation (PHMC), where she was responsible for overseeing integrated health services with a focus on quality, access, and accountability. Her leadership extended to primary care and behavioral health services and programs within PHMC and its subsidiaries.
Her extensive career also includes roles as the Assistant Managing Director for the Office of the Deputy Mayor for Health and Opportunity, Housing Director for the Commonwealth of Pennsylvania Department of Human Services, and Assistant Managing Director in the Office of Supportive Housing for Philadelphia County. During her time with the City, she played a pivotal role in facilitating major housing initiatives that resulted in 2,500 new housing options for low-income and disabled Philadelphians.
Bailey’s multifaceted background and wealth of expertise, combined with her unwavering dedication to service, make her a true asset to the health care industry and the Philadelphia community she serves.
